Joseph Diaz , 30, of Lakeview Drive in Fairfield, was charged with possession of narcotics and possession of drug paraphernalia in connection with the incident. According to police, Diaz's car was pulled over about 5 p.m. Tuesday and, "in plain view along the driver's door two wax paper folds of narcotic material" was seen by the officer.
