Stewart B. McKinney, a longtime Fairfield and Westport resident, who servied as congressman in the 4th Congressioanl District from 1970 until his death in 1987, along with fellow Republicans Lowell P. Weicker Jr. and Christopher Shays controlled the seat for more than four decades.
