The owner of Black Rock Service Center in Bridgeport was charged last week with stealing the strobe lights off another business' tow truck. Paul Fanciulli , 35, of Victory Street in Stratford, was charged by Fairfield police with third-degree larceny and released on a $5,000 bond.
