A Monroe man who police said took a Flintlock Road homeowner's money to reconstruct a portico but never did any work turned himself in at police headquarters Friday on a warrant. James M. Donnelly , 50, of Old Newtown Road in Monroe, was charged with failure to furnish a three-day cancellation notice and fifth-degree larceny.
