Fairfield police are holding Rosa Rosa Blanca Chavarria-Medina, the woman arrested Monday in a speeding six-car pileup at Cumberland Farms, after receiving a detainer order from the Department of Homeland Security and U.S. Immigration and Customs Enforcement.
