A Fairfield man was arrested early Monday morning for allegedly masturbating on his front porch as a woman was delivering a newspaper to one of his neighbors, according to the Fairfield Citizen. Richard Walzak, 36, of Kings Highway East was arrested on charges of public indecency and second-degree breach of peace.
