ORLEANS – A 51-year-old Connecticut man was arraigned in Orleans District Court on Monday for two alleged incidents that resulted in him being banned from all Wellfleet beaches. William Vannoy, of Fairfield, Connecticut, is charged with assault and battery on a staff member at one beach and destruction of property over $250 at another beach.
