Richard Walzak, 36, of Fairfield, was arrested Monday morning on a charge of public indecency.

A 36-year-old Kings Highway East resident was arrested early Monday morning after police said he was seen masturbating on his front porch. Police were called around 4 a.m. by a woman who delivers newspapers for the Connecticut Post .
