Penfield's Building Committee presented its final recommendation for rebuilding and restoring the storm-wrecked pavilion to the Board of Selectmen at the Nov. 5 meeting, which culminated in the preliminary approval for $4.56 million in bonding for the project. Although the total cost of the project will be bonded, the cost for Fairfield is expected to be offset by a 75 percent to 90 percent reimbursement from FEMA of the total cost as well as $1.75 million in insurance recovery funds, according to town Chief Financial Officer Bob Mayor.
