Longtime West Haven Water Pollution Control Commission Administrator William Norton has notified the city he is leaving for a similar position in Fairfield . Norton, who worked in West Haven for 29 years, told Mark Zaretsky of the New Haven Register that he is leaving because "the town of Fairfield has made me a very generous offer."
