Heartbroken neighbors of Jill Tarlov - the suburban mom who was left brain-dead after being hit by a cyclist in Central Park - described their friend as a "phenomenal lady" who is very involved in their Fairfield, Conn., community. "We're still all praying for a miracle," neighbor and friend Joan McBennet told The Post.
