A 24-year-old Fairfield man accused of strangling his girlfriend while she was driving was picked up on an arrest warrant, police said. Officers executed the arrest warrant, Wednesday, Oct. 29, charging Timothy Patrick Philbin of Margemer Drive with third-degree assault, second-degree reckless endangerment and second-degree strangulation, police said Thursday.
