The race for secretary of the state boils down to a referendum over whether Democratic incumbent Denise Merrill has done enough to combat voter fraud. Republican challenger Peter Lumaj, a Fairfield lawyer who lost a bid for a U.S. Senate seat in 2012, charges that Merrill has failed to confront fraud and turned the office into a branch of the state Democratic Party.
